Comments:

After much discussion with site visitors it is now thought this route serves as a fiber optic link between Arlington 2 and Richmond 2, both AT&T 4ESS long distance switch sites. Much of this route ROW is reused for the newer AT&T/PF.net backbone. Many of the older fiber optic markers have been retrofitted with AT&T/PF.net placards below the original AT&T only signage.
