Comments:
Emporia was once a mighty tandem for the southern portion of GTE's Richmond LATA service area. However, regulatory information seems to hint that all but one of the offices have now been groomed over to Bell Atlantic tandems since the creation of Verizon. Alltel's (ex 360° Communications, ex CellularONE) switch has been placed in this office due to the size of the building and that the address for Alltel's switch corresponds to a cell tower off of I-95. What is probably really happening is that the exchanges are just backhualed to the MTSO off of Goode's Bridge Road.
